I recently encounter this website that is said to be LTO License Plate Replacement Inquiry portal. You only need input your Plate number (be cautious when providing personal information) and it will give a result either:
"We apologize, but the plate number you entered is incorrect. Please ensure that you have entered a valid plate number and try again." or
"Your new License Plate will be available soon. You may inquire again after 60 days" or
"Your new Car Plate is now available at ____ LTO Office"
I'm not sure if the website is 100% legit, although the website has the secured icon but it doesn't have the usual .GOV.PH domain extension (or maybe this is just a mini portal created for this purpose, I'm not sure) like any other government website does. It has LTO GOVPH and LTMS PORTAL menu but is not linked to the official LTO websites instead it loops back to this website as hyperlink.

Here you can all LTO related transactions is done without hesitation since the URL itself and domain uses .GOV.PH
Bottom-line, whatever you do online you should add another layer of security of the information we provided online. Be sure to use the official website for specific government websites you are inquiring.
